Yearly Event - Flood!

Jakarta, capital city of Indonesia, has a very unique, interesting and spectacular event at least once every year. This event involves most citizen of city and local goverment. It also requires lot of preparations before and costly. What is it? It's not a festival, parade, celebration, party, ceremony, carousal or barbecue. It's flood.

Flood, varies from some centimetres to several metres high, will come to Jakarta every year. Mostly water comes from Ciliwung river's overflow, which caused by high debit current from Bogor city flowing on it. It's not like Bogor citizen are wicked and hate Jakarta, but the land contour makes it unavoidable. So all Jakarta has to do is get ready and minimize the loss.

It needs two way solutions, honestly. One way comes from technical side where local goverment must invent and implement procedure or tool. For example by build canal to pass the water flow to the sea (it's good Jakarta has sea side). It hasn't be done but still in progress. The last way comes from how discipline the citizen, to not cause the situation be worse. Throwing garbage to river, dredging sand from river and even building house near river will cause bigger flood, and deeper "swimming pool".
